鉴于目前新冠疫情在全球范围内尚未得到全面有效地控制，2022年上海浦江知识产权国际论坛暨长三角珠三角知识产权合作联动大会（以下简称“论坛”）仍将采用线下现场和线上直播相结合的方式同步举行，届时不但将有来自国内外各有关方面的专家学者在现场演讲与交流，而且还将连线美加、欧盟、澳洲、南美，东南亚等国家的知识产权专家学者、政府官员、外交官们在线演讲和互动。
In view of the fact that the COVID-19 epidemic has not yet been fully and effectively controlled globally, the Shanghai Pujiang Intellectual Property+ International Cloud Forum 2022 & Yangtze River Delta and Pearl River Delta Intellectual Property Cooperation Conference (hereinafter referred to as the Forum) will still be held simultaneously through the combination of offline live and online live broadcasting. At that time, there will be not only on-site speeches and exchanges between experts and scholars from various aspects at home and abroad, but also online speeches and interactions between intellectual property experts and scholars, government officials and diplomats from The United States and Canada, the European Union, Australia, South America, Southeast Asia and other countries.
回首过去的二年，为了抗击新冠疫情，我们曾于2020年7月3日至4日和2021年4月16日和17日成功地在线上线下同步举办了2020年和2021年上海浦江知识产权国际云论坛暨长三角珠三角知识产权合作联动大会。此外，我们还通过网络以在线的形式组织开展了多场学术研讨会、云课堂培训活动等等各类活动，收到了来自各方面的高度评价，取得了令人瞩目地成效。
Looking back over the past two years, we successfully held the Shanghai Pujiang Intellectual Property International Cloud Forum 2022 & Yangtze River Delta and Pearl River Delta Intellectual Property Cooperation Conference in 2020 and 2021, both online and offline, on July 3-4, 2020 and April 16 and 17, 2021, in order to combat the COVID-19 pandemic. In addition, we also organized a number of academic seminars, cloud classroom training activities and other activities online through the network, which received high praise from all sides and achieved remarkable results.

2021年，正值全国人民在以习近平总书记为核心的中国共产党的正确领导下实施《中国人民共和国国民经济和社会发展第十四个五年规划》的开局之际，中共中央、国务院印发了《知识产权强国建设纲要（2021－2035年）》，为我国在未来15年中的知识产权发展指明了前进方向，树立了战略目标，选择了正确路径，明确了工作任务。
In 2021, as the Chinese people begin to implement the 14th Five-Year Plan for National Economic and Social Development under the correct leadership of the Communist Party of China (CPC) with General Secretary Xi Jinping at its core, the CPC Central Committee and The State Council issued the Outline for Building a Country strong in intellectual Property (2021-2035). It has pointed out the way forward, set up the strategic target, selected the right path and clarified the task for the development of intellectual property in the next 15 years.
党的十八大以来，在以习近平同志为核心的党中央坚强领导下，我国知识产权事业发展取得显著成效。知识产权法律制度体系进一步健全、优化、完善，核心专利、知名品牌、精品版权、优良植物新品种、优质地理标志、高水平集成电路布图设计等高价值知识产权的拥有量大幅增加，商业秘密保护不断加强，遗传资源、传统知识和民间艺术的利用水平稳步提升，知识产权的保护效果、运营效益及其国际影响力显著提升，全社会的知识产权意识进一步提高，涌现出一大批知识产权竞争力较强的市场主体，走出了一条具有中国特色的知识产权发展之路，有力地保障创新型国家建设和全面建成小康社会目标的实现。

为统筹推进知识产权强国建设，全面提升知识产权创造、运用、保护、管理和服务水平，充分发挥知识产权制度在社会主义现代化建设中的重要作用，党中央和国务院在《纲要（2021－2035年）》中明确要求我们：
In order to comprehensively promote the building of China into a country with strong intellectual property rights, comprehensively improve the level of creation, utilization, protection, management and service of intellectual property rights, and give full play to the important role of the intellectual property system in the socialist modernization drive, the CPC Central Committee and The State Council clearly require us in the Outline (2021-2035) :
一、建设面向社会主义现代化的知识产权制度
构建门类齐全、结构严密、内外协调的法律体系。开展知识产权基础性法律研究，做好专门法律法规之间的衔接，增强法律法规的适用性和统一性。
构建职责统一、科学规范、服务优良的管理体制。持续优化管理体制机制，加强中央在知识产权保护的宏观管理、区域协调和涉外事宜统筹等方面事权，不断加强机构建设，提高管理效能。
构建公正合理、评估科学的政策体系。坚持严格保护的政策导向，完善知识产权权益分配机制，健全以增加知识价值为导向的分配制度，促进知识产权价值实现。
构建响应及时、保护合理的新兴领域和特定领域知识产权规则体系。建立健全新技术、新产业、新业态、新模式知识产权保护规则。探索完善互联网领域知识产权保护制度。研究构建数据知识产权保护规则。
1. Building an intellectual property system oriented to socialist modernization
We will build a comprehensive legal system that is well-structured and coordinated within and outside the country. We will carry out basic legal studies on intellectual property rights, and better connect special laws and regulations to make them more applicable and consistent.
We will establish a management system with unified responsibilities, scientific standards and excellent services. We will continue to optimize management systems and mechanisms, strengthen the central government's authority over intellectual property protection in terms of macro-management, regional coordination and overall planning of foreign-related matters, and constantly strengthen institutional building to improve management efficiency.
We will establish a fair, reasonable and scientifically evaluated policy system. We will adhere to the policy orientation of strict protection, improve the rights and interests distribution mechanism of intellectual property, improve the distribution system oriented to increase the value of knowledge, and promote the realization of the value of intellectual property.
We will establish a system of intellectual property rules in emerging fields and specific fields that are responsive and reasonably protected. We will establish and improve rules on intellectual property protection for new technologies, new industries, new forms of business and new models. We will explore ways to improve the system for protecting intellectual property rights on the Internet. Research on the construction of data intellectual property protection rules.
二、建设支撑国际一流营商环境的知识产权保护体系
健全公正高效、管辖科学、权界清晰、系统完备的司法保护体制。实施高水平知识产权审判机构建设工程，加强审判基础、体制机制和智慧法院建设。
健全便捷高效、严格公正、公开透明的行政保护体系。依法科学配置和行使有关行政部门的调查权、处罚权和强制权。
健全统一领导、衔接顺畅、快速高效的协同保护格局。坚持党中央集中统一领导，实现政府履职尽责、执法部门严格监管、司法机关公正司法、市场主体规范管理、行业组织自律自治、社会公众诚信守法的知识产权协同保护。
2. Build an intellectual property protection system that supports a world-class business environment
We will improve a judicial protection system that is fair and efficient, has scientific jurisdiction, clear boundaries and a complete system. We will carry out a project to develop high-level intellectual property adjudication institutions, and strengthen judicial foundations, institutions and mechanisms, and the building of smart courts.
We will improve the administrative protection system that is convenient, efficient, strict, fair, open and transparent. The power of investigation, punishment and coercive power of relevant administrative departments shall be allocated and exercised scientifically in accordance with the law.
We will improve the coordinated protection system with unified leadership, smooth connectivity, rapid and efficient implementation. We will uphold the centralized and unified leadership of the CPC Central Committee, and ensure coordinated intellectual property protection in which the government fulfills its duties, law enforcement departments exercise strict oversight, judicial organs administer justice impartially, market entities conduct standardized management, industry organizations self-regulate themselves, and the general public acts in good faith and law-abiding.
三、建设激励创新发展的知识产权市场运行机制
完善以企业为主体、市场为导向的高质量创造机制。
健全运行高效顺畅、价值充分实现的运用机制。加强专利密集型产业培育，建立专利密集型产业调查机制。积极发挥专利导航在区域发展、政府投资的重大经济科技项目中的作用，大力推动专利导航在传统优势产业、战略性新兴产业、未来产业发展中的应用。
建立规范有序、充满活力的市场化运营机制。提高知识产权代理、法律、信息、咨询等服务水平，支持开展知识产权资产评估、交易、转化、托管、投融资等增值服务。
3. Establish an intellectual property market operation mechanism that encourages innovative development
We will improve the mechanism for high-quality creation with enterprises as the main player and the market as the guide.
Improve the operation mechanism of efficient and smooth operation and full realization of value. We will strengthen the cultivation of patent-intensive industries and establish a patent-intensive industry investigation mechanism. We will give full play to the role of patent navigation in regional development and major economic and technological projects invested by the government, and vigorously promote the application of patent navigation in traditional advantageous industries, strategic emerging industries and the development of future industries.
Establish a standardized, orderly and dynamic market-based operation mechanism. We will improve the service level of intellectual property agency, law, information and consultation, and support the development of value-added services such as appraisal, transaction, transformation, custody, investment and financing of intellectual property assets.
四、建设便民利民的知识产权公共服务体系
加强覆盖全面、服务规范、智能高效的公共服务供给。实施知识产权公共服务智能化建设工程，完善国家知识产权大数据中心和公共服务平台，拓展各类知识产权基础信息开放深度、广度，实现与经济、科技、金融、法律等信息的共享融合。
加强公共服务标准化、规范化、网络化建设。明晰知识产权公共服务事项和范围，制定公共服务事项清单和服务标准。
4. Build a public service system for intellectual property that is convenient and beneficial to the people
We will strengthen the supply of well-covered, well-regulated, intelligent and efficient public services. We will implement the intellectual property public service intelligent construction project, improve the national intellectual property big data center and public service platform, expand the depth and breadth of the opening of basic information on all kinds of intellectual property, and realize the sharing and integration of economic, scientific, financial, legal and other information.
We will strengthen the standardization, standardization and networking of public services. The scope and items of public service of intellectual property rights shall be clearly defined, and a list of public service items and service standards shall be formulated.
五、建设促进知识产权高质量发展的人文社会环境
塑造尊重知识、崇尚创新、诚信守法、公平竞争的知识产权文化理念。加强教育引导、实践养成和制度保障，培养公民自觉尊重和保护知识产权的行为习惯，自觉抵制侵权假冒行为。
构建内容新颖、形式多样、融合发展的知识产权文化传播矩阵。打造传统媒体和新兴媒体融合发展的知识产权文化传播平台，拓展社交媒体、短视频、客户端等新媒体渠道。创新内容、形式和手段，加强涉外知识产权宣传，形成覆盖国内外的全媒体传播格局，打造知识产权宣传品牌。大力发展国家知识产权高端智库和特色智库，深化理论和政策研究，加强国际学术交流。
营造更加开放、更加积极、更有活力的知识产权人才发展环境。做好涉外知识产权律师培养和培训工作，加强知识产权国际化人才培养。开发一批知识产权精品课程。开展干部知识产权学习教育。进一步推进中小学知识产权教育，持续提升青少年的知识产权意识。
5. Build a cultural and social environment that promotes high-quality development of intellectual property rights
Shaping intellectual property culture concept of respecting knowledge, advocating innovation, honesty, law abiding and fair competition. We will strengthen education and guidance, practice and institutional support, and cultivate the habit of consciously respecting and protecting intellectual property rights, and consciously resist acts of infringement and counterfeiting.
Construct the intellectual property cultural communication matrix with novel content, diversified forms and integrated development. We will build a platform for intellectual property cultural communication through the integration of traditional and new media, and expand new media channels such as social media, short videos and clients. To innovate contents, forms and means, strengthen the publicity of foreign-related intellectual property rights, form an all-media communication pattern covering both home and abroad, and build a publicity brand of intellectual property rights. We will vigorously develop high-end and distinctive national intellectual property think tanks, deepen theoretical and policy research, and strengthen international academic exchanges.
We will create a more open, active and dynamic environment for the development of intellectual property talents. We will do a good job in the cultivation and training of foreign-related intellectual property lawyers and strengthen the cultivation of international intellectual property talents. Develop a batch of intellectual property quality courses. Intellectual property education for cadres will be carried out. Further promote intellectual property education in primary and secondary schools, and continuously enhance the awareness of intellectual property among young people.
六、深度参与全球知识产权治理
积极参与知识产权全球治理体系改革和建设。扩大知识产权领域对外开放，完善国际对话交流机制，推动完善知识产权及相关国际贸易、国际投资等国际规则和标准。积极推进与经贸相关的多双边知识产权对外谈判。建设知识产权涉外风险防控体系。加强与各国知识产权审查机构合作，推动审查信息共享。打造国际知识产权诉讼优选地。提升知识产权仲裁国际化水平。鼓励高水平外国机构来华开展知识产权服务。
构建多边和双边协调联动的国际合作网络。积极维护和发展知识产权多边合作体系，加强在联合国、世界贸易组织等国际框架和多边机制中的合作。深化与共建“一带一路”国家和地区知识产权务实合作，打造高层次合作平台，推进信息、数据资源项目合作，向共建“一带一路”国家和地区提供专利检索、审查、培训等多样化服务。加强知识产权对外工作力量。积极发挥非政府组织在知识产权国际交流合作中的作用。拓展海外专利布局渠道。推动专利与国际标准制定有效结合。塑造中国商标品牌良好形象，推动地理标志互认互保，加强中国商标品牌和地理标志产品全球推介。
6. Participating deeply in global intellectual property governance
We will actively participate in the reform and development of the global intellectual property governance system. We will open up more to the outside world in the field of intellectual property, improve international dialogue and exchange mechanisms, and promote the improvement of international rules and standards on intellectual property and related international trade and investment. We will actively promote foreign negotiations on bilateral and multilateral intellectual property rights related to economy and trade. Establishing a system for preventing and controlling foreign risks of intellectual property. We will strengthen cooperation with intellectual property review agencies of other countries and promote information sharing on intellectual property review. To create a preferred place for international intellectual property litigation. To enhance the internationalization of intellectual property arbitration. We encourage high-level foreign institutions to provide intellectual property services in China.
We will build an international cooperation network featuring coordinated multilateral and bilateral cooperation. China will actively safeguard and develop the multilateral cooperation system on intellectual property rights, and strengthen cooperation in the United Nations, the World Trade Organization and other international frameworks and multilateral mechanisms. China will deepen practical cooperation with belt and Road countries and regions on intellectual property, build high-level cooperation platforms, promote cooperation on information and data resources projects, and provide diversified services such as patent retrieval, examination and training to belt and Road countries and regions. We will strengthen external work on intellectual property rights. We will give full play to the role of non-governmental organizations in international exchanges and cooperation on intellectual property. Expand overseas patent distribution channels. We will effectively integrate patents with the formulation of international standards. We will build a good image of Chinese trademark brands, promote mutual recognition and mutual protection of geographical indications, and promote Chinese trademark brands and geographical indication products around the world.
为了贯彻落实《纲要（2021－2035年）》所提出的要求，我们拟在前七届论坛的基础上，于2022年4月15日至16日组织召开“第八届上海浦江知识产权国际云论坛暨长三角、珠三角知识产权联动大会”。
本届论坛应邀演讲的国内外嘉宾将以“全面贯彻落实《知识产权强国建设纲要（2021－2035年）》”为主题，紧紧围绕《纲要》提出的目标、要求和任务，切实贴近国家、城市乃至全球数字化转型发展的现实、挑战和发展，聚焦如何在上海、长三角和珠三角等地区建设支撑国际一流营商环境的知识产权保护体系，如何建设激励创新发展的知识产权市场运行机制，如何建设便民利民的知识产权公共服务体系和如何建设促进知识产权高质量发展的人文社会环境等热点、焦点、难点问题，开展广泛地、深入地研究、探索、讨论和交流。面对社会发展，迎接现实挑战，分享各自智慧，开展思想交融，持续为我国，尤其是在上海、长三角和珠三角等地区进一步有效推进知识产权工作夯实基础，添砖加瓦，优化融合，努力奉献。
In order to implement the requirements set forth in the Outline (2021-2035), we plan to hold the "8th Shanghai Pujiang Intellectual Property International Cloud Forum & Yangtze River Delta and Pearl River Delta Intellectual Property Cooperation Conference " on April 15-16, 2022 on the basis of the previous seven forums.
The theme of the forum will be "Fully implement 《Program for Building a Strong Intellectual Property Country (2021-2035) 》”The forum will closely focus on the goals, requirements and tasks set forth in the Program, and be close to the reality, challenges and development of digital transformation and development in China, cities and even the world.
