2021年上海浦江知识产权国际论坛暨长三角珠三角知识产权合作联动大会方式

(线上线下同步举行)

鉴于目前新冠疫情在全球范围内尚未得到全面有效地控制，2021年上海浦江知识产权国际论坛暨长三角珠三角知识产权合作联动大会（以下简称“论坛”）仍将采用线下现场和线上直播相结合的方式同步举行，届时不但将有来自国内外各有关方面的专家学者在现场演讲与交流，而且还将连线美加、欧盟、澳洲、东南亚等国家的知识产权专家学者、政府官员、外交官们在线演讲和互动。

回首过去的一年，为了抗击新冠疫情，我们曾于2020年7月3日至4日成功地在线上线下同步举办了中国（上海）国际技术进出口交易会2020年上海浦江知识产权国际云论坛暨长三角珠三角知识产权合作联动大会。此外，我们还通过网络以在线的形式组织开展了多场学术研讨会、云课堂培训活动等等各类活动，收到了来自各方面的高度评价，取得了令人瞩目地成效。

He used to serve in the Korean Intellectual Property Office for 7 years, then successively assumed the office of IP Administrator in the Executive Office of the President, and Judge of the Korean Intellectual Property Trial and Board. 马君泽先生， 自2016年至2020年，在北京欧盟驻华代表团担任公使衔参赞以及欧盟知识产权局（EUIPO）知识产权专员一职。

马君泽先生在1995年加入EUIPO，该局负责欧洲商标体系以及共同体外观体系的管理，是欧盟知识产权事务国际合作的执行机构。马先生之前在EUIPO的长期工作中担任了数个重要的职务，最近的一个职位是上诉委员会的成员。

此前作为法律事务顾问，马君泽先生服务于布鲁塞尔的欧洲委员会。在此之前，他在德国慕尼黑和西班牙马拉加同时担任出庭律师。他于1982年在德国汉堡获得了法律学位。

马君泽先生多次出席知识产权相关的国际活动做主旨发言或作为论坛发言人。同时，他还在知名的杂志上发表署名文章，他还是伦敦有效争议解决中心（CEDR）的认证调解员。

Mr Günther Marten, Minister-Counsellor and EUIPO IP Attaché at the EU embassy in Beijing from 2016 to 2020.

Mr Marten joined the EUIPO, in charge of the management of the European trade mark system, the Community Design system and the implementing agency of the EU for international co-operation in IP matters, in its early days in 1995. He held various important positions within EUIPO over the years, the last being member of the Boards of Appeal.

Mr. Marten worked previously as a legal advisor for the European Commission in Brussels. Before that he was practicing lawyer admitted to the bar in Munich (Germany) and Malaga (Spain) simultaneously. He earned the higher law degree in Hamburg (Germany) back in 1982.

Mr. Marten has delivered lectures and was panellist in numerous international events on IP matters. He is the author of a number of publications on IP proceedings in recognized magazines and accredited Mediator, awarded by CEDR, London.

理查德 瑟斯顿先生，北美洲，美国

理查德 瑟斯顿博士，美国台积电前法律和知识产权负责人，从事知识产权法领域业务；在加入 Duane Morris 之前，瑟斯顿博士曾担任台湾积体电路制造股份有限公司的资深副总经理暨法务长，他也曾担任该公司的企业秘密及公司法务遵循长。瑟斯顿博士对公司管理与法规遵循、企业并购、诉讼、智力资产管理，包含智力资产权及商业秘密保护方面均有经验。他在企业合资、创业投资、国际贸易投资及亚太地区战略规划领域上也均有经验。
瑟斯顿博士是罗格斯大学肯顿分校法学院的1980年毕业生，他也拥有弗吉尼亚大学的硕士
和博士学位，并且是阿尔玛学院的优等毕业生。瑟斯顿博士普通话流利。

Dr & Prof. Richard Thurston, Ph.D. Former head of legal and IP for TSMC (US美国), practices in the area of intellectual property law. Prior to joining Duane Morris, Dr. Thurston was Senior Vice President and General Counsel of Taiwan Semiconductor Manufacturing Company, Ltd., where he was also Chief Proprietary Information Officer (Trade Secrets) and Corporate Compliance Officer. Dr. Thurston has experience with corporate governance and regulatory compliance; M&A; litigation; and intellectual capital management, including intellectual property and the protection of trade secrets. He also has experience with joint ventures and venture capital investments, international trade and investment, and non-legal Asia-Pacific strategic planning.

Dr. Thurston is a 1980 graduate of Rutgers University School of Law—Camden. He also holds an M.A. and Ph.D. from the University of Virginia and is a cum laude graduate of Alma College. He is fluent in Mandarin.

拉梅什 莱杰都瑞先生, IIPCC大多伦多地区联合创始人兼副主席，加拿大的注册专利代理人，知识产权服务经验丰富；曾协助大规模的公司实施IP战略，并与第三方服务提供合作，比如：专利性搜索，专利起草和起诉，IP诉讼，IP许可和专利获取等服务；与英特尔公司，美国国防高级研究计划局（DARPA），思科系统公司和斯坦福大学等组织合作从事光网络研究；

Dr Ramesh Rajaduray (Canada加拿大),  Co-founder and vice chairperson of IIPCC Greater Toronto Area. He is a registered Canadian patent agent, and accomplished IP and technology professional with 14+ years of experience in providing intellectual property services. In his consulting and in-house roles, he has advised and assisted C-level executives in patent matters and worked in a technical consulting capacity with external counsel and patent agents in both North America and Europe. He has assisted in implementing IP strategy for companies of various sizes, as well as working with third party service providers in performing services such as patentability searches, patent drafting and prosecution, IP litigation, IP licensing, and patent acquisition.

Dr Ramesh Rajaduray also worked in optical network research in collaboration with organizations such as Intel Corporation, United States Defense Advanced Research Projects Agency (DARPA), JDS Uniphase, Cisco Systems and Stanford University.

 Dr. Rajaduray received his Masters of Science and PhD in Electrical and Computer Engineering from the University of California Santa Barbara; and a Bachelor of Engineering in Electrical and Electronic Engineering with 1st Class Honours, and a Bachelor of Commerce with majors in Accounting and Finance from the University of Western Australia.”

露西安娜 密娜达女士，南美洲，巴西

露西安娜 密娜达女士，学从著名的巴西圣保罗大学（圣保罗大学（Universidade de São Paulo），简称USP或圣大，是巴西圣保罗州州政府所资助维持的三家公立大学之一），是卡斯纳尔·莱昂纳多斯的法学律师兼合伙人。有12年从事知识产权事务的经验，主要负责知识产权诉讼、咨询、防伪、版权和不正当竞争事务方面的咨询服务，负责管理多样性计划的所有战略事务；

Miss Luciana Minada has a Law degree from the prestigious University of São Paulo, an attorney at Law and partner at Kasznar Leonardos. She was once a visiting scholar of Washington University in 1989 , researcher of IIP in Tokyo 2000-2001 and a visiting scholar of Stanford University 2017-2018. She was a double-employment professor at Pengcheng Laboratory in 2019 and  Institute of Artificial Intelligence of Peking University in 2020.

党的十九大召开以来，我国各族人民在习近平同志为核心的党中央的正确领导下，以习近平新时代中国特色社会主义思想为指导，克服了我国经济出现新的下行压力、世界经济复苏乏力和新冠疫情等困难，用汗水浇灌收获，以实干笃定前行，高质量发展平稳推进。今年我国国内生产总值已接近100万亿元人民币、成为世界第二大经济体，人均将迈上1万美元的台阶。

In 2020, Secretary General  Xi Jinping pointed out during his visits across the country that “it is a certain and bright way to promote the modernization of urban governance systems and governance capabilities that major cities become smarter, from digitization to intellectualization to wisdom, by using cutting-edge technologies such as big data, cloud computing, blockchain and artificial intelligence to promote innovation in urban management methods, modes and ideas", and "seizing opportunities given by the industrial digitization and the digital industrialization, accelerating the construction of new infrastructure such as 5G networks and data centers, laying out strategic emerging industries and future industries such as digital economy, life and health, and new materials, vigorously promoting scientific and technological innovation, and striving to strengthen new growth points to form new momentum for development".

2020年底召开的中央经济工作会议提出，要大力发展数字经济，加大新型基础设施投资力度。2021年，随着新一代信息通信技术的应用落地以及新型信息基础设施的加速构建，数字产业化将进一步高速发展，产业数字化将继续向深层次拓展，数字经济作为推进经济高质量发展的关键引擎作用将进一步凸显。未来五年，我国数字经济年均增速将保持在15%左右。

The Central Economic Work Meeting held at the end of 2020 proposed to vigorously develop the digital economy and increase investment in new infrastructure. In 2021, with the application of a new generation of information and communication technology and the accelerated construction of new information infrastructure, digital industrialization will further develop at a high speed and the industrial digitization will continue to expand to a deeper level. The role of digital economy as a key engine to promote high-quality economic development will be further highlighted. In the next five years, the average annual growth rate of China's digital economy will remain at around 15%.

《中共中央关于制定国民经济和社会发展第十四个五年规划和二〇三五年远景目标的建议》明确提出，要发展数字经济，推进数字产业化和产业数字化，推动数字经济和实体经济深度融合，打造具有国际竞争力的数字产业集群，这为“十四五”乃至更长时期的数字经济发展指明了方向。

The Proposal of the Central Committee of the Communist Party of China on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and the Visionary Goals for 2035 clearly proposes to develop the digital economy, promote digital industrialization and industrial digitization, propel the deep integration of the digital economy and the real economy, and build internationally competitive digital industry clusters, which provides a direction for the development of the digital economy in the 14th Five-Year Plan and even in the longer term.

2019年10月18日上海市委常委会审议通过的《上海加快发展数字经济推动实体经济高质量发展的实施意见》明确指出，要把握新一轮技术发展趋势，持续增强新时代上海数字经济发展新优势，坚定信心、保持定力，加快提升数字经济规模和质量。聚焦重点领域，大力推动关键核心技术突破，吸引培育一大批成长性好、有发展潜力的优质企业，全力打造数字经济发展新亮点。强化责任落实，通过政策创新、体制创新，为数字经济发展营造良好环境，推动数字经济成为上海经济发展重要增长极。

On October 18, 2019, the "implementation opinions on accelerating the development of digital economy in Shanghai to promote the high-quality development of the real economy" deliberated and adopted by the Standing Committee of the Shanghai Municipal Party Committee clearly pointed out that it is necessary to follow the new round of technological development trend, continuously enhance the new advantages of Shanghai's digital economy development in the new era, and accelerate the improvement of the scale and quality of the digital economy with strong confidence and determination. It is pivotal to intensify efforts to make major breakthroughs in core technologies in key fields, attract and cultivate a large number of high-quality enterprises with good growth and development potential, and make every effort to create new highlights in the development of the digital economy.   Implementation of responsibilities should be strengthened and a good environment for developing the digital economy should be created through policy and system innovation to promote the digital economy to become an important growth engine for Shanghai's economic development.

2020年7月6日，上海市委书记李强在长三角区域合作办公室调研时强调，要大力发展数字经济、在线新经济，在更大范围推进新技术、新模式、新业态率先落地。

On July 6, 2020, Li Qiang, secretary of the Shanghai Municipal Party Committee, stressed during a research trip in the Regional Cooperation Office of the Yangtze River Delta that it is necessary to vigorously develop the digital economy, the online new economy, and to firstly implement new technologies, new models and forms of business in a wider range.

2020年10月24日，上海市委书记李强在参加第二届外滩金融峰会时指出，新技术、新产品、新金融、新经济正在成为新的全球经济增长点，全球数字化程度逐渐加深，以数字经济为代表的新型全球化已在酝酿之中，并强调上海要加大加快数字经济大发展。

On October 24, 2020, Li Qiang, Secretary of the Shanghai Municipal Party Committee, pointed out when attending the second Bund Summit that new technologies, new products, new finance and new economy are becoming new growth points of the global economy. The degree of global digitalization is gradually deepening. A new globalization represented by the digital economy is already in the process of brewing, and stressed that Shanghai should increase and speed up the  development of the digital economy.

数字经济，是一个内涵比较宽泛的概念，从经济学层面考量，主要是指人类通过大数据（数字化的知识与信息）的识别—选择—过滤—存储—使用，引导、实现资源的快速优化配置与再生、实现经济高质量发展的经济形态。简言之，凡是直接或间接利用数据引导资源发挥作用，推动生产力发展的各类经济形态都可以纳入其范畴。而从技术层面考量，则包括各种基于大数据、云计算、物联网、区块链、人工智能、5G 通信等新兴技术创新发展和推广应用的经济模式，例如“新零售”、“新制造”等。

Digital economy is a concept with broad connotation. From the perspective of economics, it mainly refers to the economic form in which human beings select, filter, store and use through the identification of big data (digital knowledge and information), guide and realize the rapid optimal allocation and regeneration of resources, and realize the high-quality economic development. In short, all kinds of economic forms that directly or indirectly take advantage of data to leverage resources’ role in promoting productivity development can be classified into digital economy. From the technical level, it includes various economic models based on the innovation, development and promotion of emerging technologies such as big data, cloud computing, Internet of Things, blockchain, artificial intelligence, 5G communication, specifically "new retail" and "new manufacturing."

为贯彻习近平总书记的重要指示批示精神，落实中央大力发展数字经济的战略部署，实施上海市委、市政府关于数字化转型发展的规划，大力发展数字产业化和产业数字化“双轮驱动”，进一步促进实体经济和数字经济深度融合，引领创新发展、绿色发展、高质量发展。数字经济的发展必不可少需要知识产权保驾护航，而知识产权保护作为数字经济发展不可或缺的科学内核，要为数字经济的发展持久发力，推动数字经济的高质量发展。

In order to comply with the spirit of General Secretary Xi Jinping's important instructions, implement the central government's strategic plan to vigorously develop the digital economy, carry out the plan of the Shanghai Municipal Party Committee and the municipal government on digital transformation and development, we need to vigorously develop digital industrialization and industrial digitalization at the same time , further promote the deep integration of the real economy and the digital economy, and lead innovative development, green and high-quality development. 2021年上海浦江知识产权国际论坛将集聚国内外知识产权界的有识之士，以“知识产权助推数字经济高质量发展”为主题，聚焦知识产权与数字经济发展的交互作用，围绕如何进一步充分发挥知识产权保驾护航的作用，如何更有效地助推我国的数字经济企业和数字经济产业的发展，如何更广泛、更深入地激发全社会发展数字经济、持续创新创造创业热情等热点问题，进行深入地探讨和交流。

This year’s Shanghai Pujiang International Intellectual Property Forum will conduct in-depth discussions and research on how to promote the development of China's digital economy with high quality more effectively, how to stimulate the enthusiasm for social innovation, creation and entrepreneurship more widely through intellectual property work. 1.保障数字经济持续成长的知识产权工作

数字经济与知识产权保护有着不可分割的紧密联系。数字经济的本质是创新，核心是融合，其以数字化的知识和信息为关键生产要素，以数字技术创新为核心驱动力，以现代信息网络为重要载体。而知识产权旨在激励创新，促进运用，助力以创新为驱动力的产业高质量发展。二者的关系主要表现在三个方面：数字经济创新成果离不开知识产权制度的保护，数字经济对知识产权保护的观念和规则产生了影响，为知识产权保护层级的提升不断赋能。

1. Intellectual property work to ensure the continued growth of the digital economy

 Digital economy is closely related to intellectual property protection. The essence of digital economy is innovation and its core is integration. It regards digital knowledge and information as the key factors of production, innovation of digital technology as the core driving force, and modern information network as the important carrier. Intellectual property rights aim to encourage innovation, promote application, and boost the high-quality development of innovation-driven industries. The relationship between them is mainly manifested in three aspects: innovation achievements of digital economy cannot be separated from the protection of intellectual property system; digital economy exerts effects on the concepts and rules of intellectual property protection and constantly empowers the improvement of the level of intellectual property protection.

数字经济时代所带来的知识产权制度变革都将以保障数字经济的创新发展和持续成长为基本轴线，并且都将在知识产权保护客体的拓展和界定、知识产权权利范围的调整和充实、知识产权保护与反垄断的博弈与融合等维度无限展开，在技术创新的同时追求保障创新，积极探索数字经济时代社会治理的公共政策与法治保障的链接点、平衡点、着力点。

Transformations in intellectual property system the age of digital economy has brought will ensure the innovative development and continuous growth of the digital economy as the basic axis.They will enlarge the expansion and definition of the object of intellectual property protection, the adjustment and enrichment of the scope of intellectual property rights and the game and integration of protection and anti-monopoly of intellectual property.They will pursue security innovation along with technology innovation and actively explore the relevance, balance and focus between public policy and legal safeguard of social governance in the era of digital economy.

2. 数字经济对知识产权保护的挑战与应对

随着数字经济的不断发展，知识产权保护面临着诸多挑战。首先，数字经济对公平和效率提出了更高的要求，数字化转型缩短了创新和应用周期，数字产业的发展需要更公平的市场环境，从而对知识产权保护也提出了更为严峻的挑战，要求知识产权保护进一步提升保护效率，从而营造、维护和强化公平竞争的市场环境和社会氛围。其次，基于各种新技术应用的数字经济，其创新成果需要转化为各种形式的知识产权，例如，基因工程、计算机软件、商业方法等领域往往会产生更多的专利，而以人工智能生成物、大数据、UGC短视频、直播、虚拟歌手等内容为代表的新兴业态则必然与商标权、著作权等形成各种新型的、紧密的联系，致使知识产权保护的客体不断扩容，知识产权保护的内容愈加广泛，知识产权保护的技能不断更新。再次，渗透于社会生活角角落落的数字经济，导致知识产权保护将拓展至整个社会的方方面面，同时知识产权保护的重点领域和重点行为亦都将发生巨大的甚至根本性的变化，著作权保护和运营的重心或将以传播代替复制成为知识变现的主要环节，全技术领域和各个领域之间的交叉融合甚至一体化则将成为专利布局的基态和常态。

2. Challenges and responses digital economy imposes on intellectual property protection

With the continuous development of digital economy, intellectual property protection is facing multiple challenges. Firstly, the digital economy requires the higher level of fairness and efficiency. Digital transformation has shortened the cycle of innovation and application and the digital industry needs a fairer market environment so that the protection of intellectual property are facing more severe challenges that needs to further improve efficiency in order to build, maintain and strengthen a market environment and social atmosphere of fair competition. Secondly, innovations in digital economy ,which is based on all kinds of application of new technology, need to be converted into different forms of intellectual property rights. For example, genetic engineering, computer software, business methods and other fields will produce more patents and emerging formats such as artificial intelligence products, big data, UGC short video, livestreaming and virtual singer will inevitably form various new and close links with trademark rights and copyrights,which causes an expanding object of IPR, a wider range of content and increasingly upgrading skills.Third, integrated in social life,digital economy makes the protection of IPR expand to all aspects of the society and its key areas and behaviors will also undergo huge even fundamental changes. The focus of copyright protection and operation may take propagation instead of reproduction as the main means of knowledge realization and the whole technology field and the cross infusion or even integration among different fields will become the ground and normal state of patent layout.

面对来自于数字经济创新发展的各种挑战，知识产权保护要需要以创新的思维和理念，热情与冷静相结合，积极应对，进行更新的审视与考量，用以进一步促进知识产权保护，以有效的知识产权保护助推数字经济企业的创新增长，为数字经济产业的发展注入源源不断的动力。

Faced with the challenges from the innovative development of digital economy, intellectual property protection needs to combine innovative thinking, passion and calmness and actively review and examine. So we can further promote the protection of IPR, which can boost the innovative growth of enterprises with digital economy and serve as the constant momentum for the development of this industry.

3. 针对数字经济企业的实际需求，探索完善知识产权保护机制

数字经济的创新发展根植于数字经济企业的创业、创造、创新，助推数字经济发展的知识产权保护必需立足于数字经济企业的生态环境，着眼于数字经济企业的实际需求，发力于数字经济企业的难点堵点，收效于数字经济企业的发展壮大。

3. In view of the actual demands of digital economy enterprises, to explore and improve the intellectual property protection mechanism

The innovative development of the digital economy roots in the entrepreneurship, creation and innovation of digital economy enterprises. Boosting the digital economy development of intellectual property protection must be based on the ecological environment of digital economy enterprises with a view to digital economy enterprises’ actual demands, taking action to address the difficulties of digital economy enterprises, so that promote the development of digital economy enterprises.

完善知识产权保护机制，牢固建立“严保护、大保护、快保护、同保护”的知识产权保护格局，贯穿知识产权创造、保护、运用、管理、服务全链条。同时，积极赋能知识产权保护，充分发挥知识产权保护在促进创新和优化营商环境中的作用，协同推进行业规范治理和自律，重点加快完善在网络游戏、网络动漫、网络直播、网络视频、网络文学、数字音乐、电子竞技等数字文化领域的知识产权保护，实行“行业自律、主动承诺、舆论监督、精准赋能”模式，构建数字文化领域“知识产权保护行业自律和精准赋能”新机制。

We will improve the mechanism for intellectual property protection to establish firmly an intellectual property protection situation of “strict protection, large-scale protection, rapid protection and coordinated protection”, and to run through the whole chain of creation, protection, implementation, management and service of intellectual property. Meanwhile, we actively give the rights to intellectual property protection in order to make intellectual property protection give full play in promoting innovation and optimization of business environment, and work together to improve industrial standard management and self-discipline. We will mainly improve intellectual property protection of digital culture, such as online game, online comics, network broadcast, network video, online literature, digital music and e-sports. We will implement a pattern of “self-discipline, active commitment, media scrutiny, accurate engergization”, and establish the new mechanism in digital culture of “industrial discipline of intellectual property protection and accurate empowerment”.

4. 在以数字经济为核心的数字化社会治理中积极发挥知识产权的保障作用

数字经济带动了数字化社会的生成和发展。在数字化社会中，诸如加强应急管理、促进经济发展、保障公众健康、维护生物多样性、优化生态环境等社会问题同样都将一一横亘在我们面前，需要我们去面对和解决。数字化社会的治理终将建立在法制化乃至法治化的基础之上，其中无疑将包括知识产权法制的完善和最终将实现的知识产权法治，因此，在数字化社会发展的过程中，知识产权应当始终发挥积极有效的保障作用。

4. In the digital social governance with its core of digital economy, intellectual property actively plays the role of protection.

Digital economy drives the generation and development of digital society where social problems,  such as strengthening emergency management, promoting economic development, protecting public health, maintaining biodiversity, and optimizing the ecological environment will also lie ahead of us and need us to deal with them. The governance of the digital society will eventually base on the legal system and even the rule of law, which will undoubtedly include the improvement of the legal system of intellectual property and the eventual realization of the rule of law of intellectual property. Therefore, in the course of the digital society development, intellectual property should always play an active and effective role.

我们需要积极探索和理性认识知识产权保护与社会以及社会治理之间的平衡面、平衡点以及内在的运行逻辑，既要鼓励和扶持新兴产业发展，也要兼顾人类健康、公共安全等社会公共利益，既要追求知识产权制度的原则性，也要发挥知识产权制度的灵活性，提高政策上的应急能力，适时调整宏观政策方向和社会治理手段。

We need to actively explore and rationally understand the balance both in macro level and micro level among intellectual property protection, society and social governance as well as the operation of the internal logic. We should not only encourage and support the development of emerging industries, but also take into account social public interest such as human health and public safety; We should not only pursuit the principle of intellectual property system, but also give play to the flexibility of the intellectual property system to improve the emergency ability of policy and timely adjust macro policy direction and methods of social governance.

5. 加强数字经济环境下的知识产权国际合作

数字经济的发展是建立在互联网络基础上的，因此，数字经济是一种突破了物理性地域桎梏的新型经济，全世界只是一个“地球村”，世界各国也只不过是一个“村民”而已。在数字经济的环境下，知识产权保护要立足国际视野，加强国际合作。规划知识产权国际战略布局，密切关注国际大事，适时把握国际动向，正确处理好生存环境、人类健康、伦理道德等问题与知识产权保护的关系，推动建立更加开放、包容和公平的国际知识产权新秩序，推动构建共商、共建、共享的知识产权全球治理格局，积极谋划加强合作，形成联盟与合力。

5. Strengthen International Cooperation on Intellectual Property Rights in the Background of Digital Economy Environment

The development of digital economy is based on the Internet. Therefore, digital economy is a new economy that breaks through the shackles of physical regions. The whole world is only a "global village", in which all countries are individual "villagers". In the background of digital economy, we should protect intellectual property from an international perspective and strengthen international cooperation. By taking the following measures,such as reasonably planning the international strategic layout of intellectual property rights, paying close attention to international events, grasping the international trend in a timely manner, and appropriately dealing with the relationship between our living environment, human health, ethics, etc. and intellectual property protection, to promote the establishment of a more open, inclusive and fair international intellectual property of new order, and to advance the construction of a global governance pattern of intellectual property characterized by consultation, joint contribution and shared benefits and further strengthen our cooperation to establish solid alliances.
